Job Summary:
Under the general direction of the Roadway Engineering Group Manager, manages the Roadway Pre-Design, Criteria and Compliance Section, supervising staff and consultants with principle responsibilities as follows: consult, advise and assist designers, engineers, management and district staffs on the applicability and application of roadway design standards and criteria on difficult, complex and technically demanding design engineering issues.
Serves as a subject matter expert, providing technical guidance, direction and expertise to ADOT design personnel, management, legal counsel and consultants on roadway design criteria and standards; manages performance based practical design efforts; manages the CADD Support, Information Support, and roadway permit/compliance review teams; serves as acting Group Manager in absence of the Manager or represents the Group Manager at meetings.
Responds to technically oriented requests from the Federal Highway Administration (FHWA), or other public agencies and private organizations.

Job Duties:
Leads, directs, supervises, mentors, develops, trains, coordinates and provides expertise in leading the Roadway Engineering Group Predesign, Standards, Criteria and Compliance Section staff in technical, professional and personnel areas. Assists the Group Manager on special assignment in support of the Five Year Construction Program. Serves as acting Group Manager in the absence of the manager or represents group manager at meetings. Manages the Roadway Engineering Groups Pre-Design, Standards, Criteria and Compliance Section which includes review of design standards, criteria, scoping documents, plans, specifications, special provision and estimates, including addressing the most difficult and challenging issues requiring special technical expertise. Manages the Roadway CADD Support Section including work assignments technical advice, staffing prioritization, budgeting objectives and goals, and advanced department CADD.
Represents Section Group and ADOT at various meetings and committees with other sections, Groups, outside agencies, consultants, contractors, attorneys, and general public. Maintains continuous communication and coordination within and with other Sections, Staff and outside agencies through personal contact, reports, correspondence and meetings to ensure timely and well coordinated responses.
Serves as the lead representative for ADOT, in responding to, providing technical expertise and representation in legal proceedings and addressing roadway technical design criteria standards and practices in response to legal questions, inquiries related to roadway design claims or other matters. Provides expert technical assistance and councils Group Manager and design personnel who are working on preparing project scoping documentation, project technical documentation/reports, and final design tasks requiring considerable engineering judgment and creative effort. Resolves technical issues related to roadway design criteria and standards, reviews alternatives in design of highway features, makes analysis comments and determination to guide most optimum results.
Administers and consults in the research, development and implementation of new design policies and procedures, and revisions to the Roadway Design Guidelines, Drafting Guidelines, CADD Standards, Construction Standard Drawings and other applicable ADOT design guidelines. Recommends approval or establishment of design standards, policies and operating procedures to the Group. Reviews design and technical reports and other written materials from internal or external sources, making corrections, revisions and recommendations and routing back to the originator, or recommends approval. Councils Group or Division personnel concerning design related changes submitted by construction contractors or consultants for department approval as they related to technical design criteria and standards. Attends meetings and training, researches publications, emails and websites to learn and improve current and new design concepts, procedures and practices as it applies to roadway design criteria and standards. Coaches and trains staff in technical , professional and personal areas. Evaluates Section needs and develops programs to meet the needs. Supports and promotes PBPD, partnering, and the ADOT Mission, Vision and Goals.
The Ideal candidate for this position will have:
Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to position.
Demonstrated progression in management and supervisory responsibilities and minimum 5-10 years experience in civil engineering highway and roadway design.
Experience in providing technical expertise and representation in legal proceedings related to roadway design claims, depositions or other matters.
Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
A valid Arizona PE is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
A valid driver’s license is required if the incumbent is to be an authorized state driver.
