Facility General Manager
Clean Harbors located in Phoenix, AZ is seeking to add a Facility General Manager to their team. The General Manager is responsible for the overall leadership, operational performance, regulatory compliance, and financial results of the Phoenix, AZ facility. This role provides strategic and day-to-day oversight of treatment, storage, and disposal operations. The General Manager ensures safe, compliant, and efficient facility operations while fostering a strong safety culture, maintaining regulatory excellence, and delivering operational results aligned with Clean Harbors’ environmental stewardship and business objectives.
Pay: $100,000-130,000 DOE + 30% bonus

Responsibilities:
- Direct all facility operations, including hazardous waste treatment, stabilization, landfill operations, and specialized waste streams;
- Provide leadership for handling and managements wastes RCRA hazardous, ensuring strict adherence to federal, state, and local regulations;
- Oversee plant maintenance, engineering, environmental compliance, logistics, and waste acceptance processes;
- Drive continuous improvement initiatives focused on safety, efficiency, cost control, and operational reliability;
- Champion a safety-first culture, ensuring compliance with OSHA, EPA, CDPHE, and applicable radiation safety requirements;
- Maintain compliance with RCRA permits, operating plans, contingency plans, and environmental monitoring requirements;
- Lead incident investigations, corrective actions, and regulatory reporting;
- Serve as the primary site leader for regulatory inspections, audits, and agency interactions;
- Ensure compliance with RCRA, TSDF permit conditions, and associated environmental regulations;
- Maintain accurate records related to hazardous waste manifests, waste profiles, and radioactive material controls;
- Partner with corporate environmental and compliance teams to implement regulatory updates and best practices;
- Manage facility P&L, budgeting, forecasting, and cost controls;
- Optimize throughput, asset utilization, and operating margins while maintaining compliance;
- Support business development by ensuring operational readiness for approved waste streams, including NORM and specialized hazardous materials;
- Identify capital improvement needs and oversee execution of approved projects;
- Lead, mentor, and develop a multidisciplinary management team and hourly workforce;
- Promote accountability, engagement, and high performance across all departments;
- Ensure staffing, training, and competency requirements are met for hazardous and radioactive material handling;
- Foster a culture of environmental responsibility and operational excellence;
- All other duties as assigned by management.
Qualifications:
- Bachelor’s degree in engineering, Environmental Science, Chemistry, or a related technical field (or equivalent experience) preferred;
- Minimum of 7–10 years of progressive leadership experience in hazardous waste, environmental services, chemical processing, or regulated industrial operations;
- Demonstrated experience managing RCRA-regulated facilities;
- Strong understanding of environmental permitting, compliance systems, and regulatory inspections;
- Proven financial acumen with experience managing budgets and operational performance;
- Prior experience managing a TSDF or landfill operation;
- Familiarity with state and federal environmental agencies and inspection processes;
- Strong leadership presence with the ability to balance operational execution and regulatory rigor.
