MINIMUM QUALIFICATIONS REQUIRED:

High School Diploma or GED Certificate.

Bachelor's degree or certification in Construction Management, Engineering, Business Management is preferred.

5 years of minimum full-time work experience of any combination of training, education, and experience in the construction, maintenance, and/or repair of underground natural gas utility lines; or 2 years of full time work experience with the Navajo Tribal Utility Authority as a Heavy Equipment Operator or Certified Welder.

Must be able to obtain and maintain all applicable Operator Qualifications (OQs).

Valid state driver's license required. CDL Class "A" with Hazardous Material Endorsement preferred (subject to motor record review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Improves staff effectiveness by counseling, training, and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Ensures that direct and subordinate employees have appropriate Operator Qualifications (OQs) for performing tasks and provides direct oversight while performing tasks.

Coordinates work crew travel, tools, equipment, rentals, etc. with the construction schedule. Works with internal departments and external vendors to secure equipment pool units or rentals.

Provides input to forecast, plan, prepare, implement, and direct activities of both annual Capital and O&M budgets. Analyzes budget variances and make course corrections as necessary to meet objectives.

Confirms all construction activities, but not limited to, gas system layout, construction and system operation coordination, job site development, and serving as the NTUA representative at the job site with authority to make changes to natural gas construction as conditions warrant.

Ensures that the job is completed efficiently, effectively, and that the quantity and quality of work conform with established guidelines and procedures.

Ensures that construction documentation is maintained and turned in to meet project and administrative deadlines, including timesheets, daily job briefing, daily report, construction redlines, work order and notification updates, incident reporting, etc.

Keeps leadership and other departments informed of status of construction activities.

Ensures that work is performed in compliance with Company policy and procedures including Standard Operating Procedures, safety guidelines, OSHA, environmental, various government agency regulations, and other related requirements.

Ensures proper materials are transported to the job site, and monitors resource use to contain costs.

Ensures emergency response is coordinated safely and effectively to field emergency situations and manages stand by listing for emergency response and manage materials and supplies coordination.

Anticipates and resolves difficult issues and disputes between the NTUA, customers, government officials and landowners regarding natural gas pipelines, scheduling, and work activities.

Completes and coordinates reports completion required to initiate, document, or process work.

Perform administrative field duties and instructing and mentoring others in department policies.

Performs other duties as assigned.
