Deputy Chief Information Officer - Advanced Solutions

Job Summary:

This position will serve as the Deputy Chief Information Officer for Advanced Solutions within the Information Technology Office. Under the general direction of the Chief Information Officer (CIO), the Deputy CIO assists in the administration and direction of the Advanced Solutions Section of the Information Technology Office programs and policies for ADEQ.

The Advanced Solutions Section includes

  • Cybersecurity
  • IT PMO
  • AI Center of Excellence
  • The Technical Services Unit (TSU) which encompasses the following services: Infrastructure, Systems, Desktop Technology, Service Desk, Cloud Services

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Responsibility also involves the agency procurement approval of information technology hardware and software through the Acquisition Control Process. This position, along with the Chief Technology Officer, is authorized to act generally for and on behalf of the Chief Information Officer. In the absence of the CIO, the Deputy assumes full departmental responsibility.
  • Acts for the Chief Information Officer in his/her absence and represents him/her in an official capacity, as required, on all departmental matters and at local, state and professional meetings
  • Assists the Chief Information Officer in the administration, implementation and direction of all Information Technology programs and policies for ADEQ
  • Advises and assists the CIO in the formulation of departmental policies, strategic plans, and programs
  • Establishes and implements policies and procedures to ensure effective and efficient project management and management of vendor relationships in order to meet departmental goals and objectives for improving and increasing utilization of automated systems in all ADEQ programs and departments
  • Consults with and directs ITO management staff regarding administrative functions such as budgeting, financial processing and oversight, project management, personnel administration, etc.
  • Assists in preparing and reviewing the annual budgets
  • Directs and coordinates special projects and programs as assigned by the CIO

Knowledge, Skills & Abilities (KSAs):

  • Strong business acumen and a solid foundation in information technology, including change management and project management experience and IT strategic plan development
  • Strong leadership skills to lead IT vision and the ability to execute decisions
  • Skills must be able to lead initiatives to develop solutions and processes to meet requirements
  • Demonstrated ability to identify opportunities and implement solutions to improve efficiency and reduce waste; apply strong knowledge and understanding of the principles, methods and techniques of process/quality improvement.
  • Ability to identify unique innovative approaches and best practices across other external organizations and contributes to the development of functional strategy
  • Ability to build constructive working relationships in high performing teams
  • Strong critical thinking and decision-making skills to maintain continuous focus on innovation and improvement.
  • Very strong skills in customer service, interpersonal, written and oral communication skills

Selective Preference(s):

  • Bachelor or Master Degree in Computer Science, Management Information Systems (MIS), Business or other related field.
  • Requires 8 years of work experience in Information Technology with at least 4 years in an IT management role.
  • Experience with the Arizona and Lean Management Systems is helpful.
  • Technical certifications are a plus.
  • Certification in Project Management, Scrum Master, Lean or ITIL is a plus.
