Job Summary


This position is responsible for leading campus wide environmental health and safety compliance activities through proactive risk assessment, regulatory oversight, and program administration. The role conducts comprehensive evaluations of college operations to identify hazards, ensure compliance with OSHA, EPA, ADOSH, DOT, and NFPA standards, and track corrective actions to closure. The individual develops and delivers regulatory training, administers EHS management software systems, maintains required safety programs, and oversees hazardous materials compliance and documentation. On a regular basis, the position combines technical regulatory research, data management, field inspections, stakeholder collaboration, and written reporting to support institutional risk reduction and operational continuity. Applicants should understand that this role requires both subject matter expertise in environmental and occupational safety regulations and the ability to implement and monitor compliance programs across diverse campus environments.

Essential Functions


25% – Conducts comprehensive risk assessments across all college facilities and operations.
Performs systematic evaluations of academic, laboratory, facilities, maintenance, and administrative areas to identify hazards and regulatory compliance gaps. Documents findings in the college’s EHS data management system, assigns risk classifications, tracks corrective actions, and verifies closure of identified hazards. Researches applicable federal, state, and local regulations (including OSHA, EPA, ADOSH, DOT, and NFPA standards), manufacturer specifications, and higher education best practices to support recommendations. Provides written reports summarizing findings, recommended mitigation strategies, and timelines for corrective action.
15% – Develops and delivers regulatory and compliance training programs.
Facilitates and schedules training sessions related to OSHA, EPA, DOT, and other applicable safety and environmental regulations. Develops instructional materials, presentations, job aids, and communication resources tailored to various employee groups (faculty, staff, facilities personnel, laboratory personnel, and student workers). Tracks attendance and maintains required training records to ensure regulatory compliance. Evaluates training effectiveness and updates materials to reflect regulatory changes and operational needs.
15% – Oversees implementation and administration of Environmental Health & Safety (EHS) management software systems.
Manages system functionality related to chemical inventory, Safety Data Sheet (SDS) management, inspection tracking, corrective action workflows, and compliance documentation. Serves as system administrator, ensuring data integrity, regulatory accuracy, and user access controls. Develops and delivers software training for divisions and departments to ensure consistent utilization. Generates reports and analytics to support compliance monitoring, risk trend analysis, and decision making.
15% – Performs Environmental Health & Safety purchasing and procurement support functions. Processes purchase requisitions and procurement documentation for safety equipment, hazardous waste disposal services, laboratory safety supplies, regulatory training resources, and EHS software systems in accordance with college and district purchasing procedures. Coordinates with approved vendors to obtain quotes, product specifications, and service documentation to ensure regulatory compliance and operational suitability. Maintains purchasing records, tracks expenditures against allocated funds, and assists with cost documentation related to compliance activities. Ensures safety related products and services procured meet applicable regulatory and institutional standards.
10% – Reviews, updates, and maintains required safety and environmental compliance programs.
Conducts periodic review and revision of the Chemical Hygiene Plan, Hazard Communication Plan, Respiratory Protection Program, and other required safety programs to ensure alignment with current OSHA, EPA, ADOSH, and institutional requirements. Drafts policy updates, procedures, and implementation guidance. Collaborates with stakeholders to ensure program adoption and operational integration across campus departments.
10% – Manages hazardous materials compliance activities.
Coordinates activities related to proper identification, storage, labeling, and disposal of hazardous materials and regulated waste streams generated across campus. Ensures compliance with applicable EPA, ADEQ, DOT, and OSHA requirements. Maintains required documentation including waste determinations, manifests, accumulation logs, inspection records, and chain of custody documentation. Verifies that personnel involved in generating or handling hazardous materials receive appropriate regulatory training.

10% – Performs other duties as assigned.
May include participation on college safety committees, emergency preparedness initiatives, regulatory inspections, incident investigations, policy development, and special compliance projects supporting institutional risk management and operational continuity.

Minimum Qualifications


Bachelor’s Degree from a regionally accredited institution in occupational or environmental health, business or public administration or related field and two years of professional level safety, occupational or environmental health experience that includes planning, organizing and coordinating occupational safety and health programs.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications


1.Experience developing, organizing, and facilitating regulatory safety training programs such as OSHA compliance training, HAZWOPER awareness, RCRA hazardous waste management, hazard communication, or other occupational health and safety topics.

2.Experience supporting or administering occupational safety and environmental health programs including, but not limited to, Hazard Communication, Fall Protection, Lockout/Tagout, Respiratory Protection, and Permit-Required Confined Space programs.

3.Experience coordinating purchasing activities related to safety operations, including ordering safety equipment and supplies, maintaining inventories, and supporting fiscal tracking for safety program resources in accordance with organizational purchasing procedures.

4.Experience operating, calibrating, or maintaining safety monitoring and protective equipment, such as air monitoring instruments, gas detectors, fall protection equipment, sound level meters, or other industrial hygiene or safety measurement devices.

5.Experience providing guidance, coordination, or leadership in safety initiatives, including working with departments, committees, or cross-functional teams to implement safety programs, inspections, or compliance activities.

6.One year of relevant full-time MCCCD experience during the previous two years.
