POSITION SUMMARY:
Under the general direction of the Adult Probation Services Division Director, the Interstate Compact and Administration Manager supervises several professional and support staff responsible for the lawful provision of Interstate Compact services throughout Arizona and for the administration and management of the ICOTS (Interstate Compact Offenders Tracking System) (national database and tracking system). The Interstate Compact and Administration Manager is also directly involved in strategic planning, developing and implementing Division and statewide policies, and evaluating proposed legislation. The position has oversight responsibilities and monitors activities relating to Interstate Compact Issues in each of the fifteen probation departments. In coordination with the Finance Department, this position will also oversee the administration of the Statewide Fleet Management of the Arizona Adult Probation system and will offer court and departments and agency partners technical assistance to the probation system in Arizona.
Additional responsibilities include, managing the completion of probation-related sections of the Arizona Code of Judicial Administration; develop, facilitate, and conduct training seminars; staff the Arizona State Council for Interstate Adult Offender Supervision; serve on the National Commission as Arizona’s representative; and maintain an incident reporting system for interstate cases and other high-profile matters that may result in exposure to the media and/or litigation.
After an initial period of at least three months in person, this position may offer the ability to work remotely up to two days per week, based upon the department's business needs and continual meeting of expected performance measures.
Public Service Loan Forgiveness (PSLF) Program qualified employer.
MINIMUM REQUIREMENTS:
The successful candidate will have a Bachelor’s degree in criminal justice/law, public administration or a related field and 5 years of community corrections, juvenile justice and/or criminal justice experience, of which a minimum of 2 years was at a management level. Directly related experience may substitute for the degree requirement.
This position requires prior hands-on experience in probation work, interstate compact, or community supervision field work. Demonstrated experience and thorough knowledge of the probation system in Arizona and the criminal justice landscape, with particular emphasis on research and evidence-based practices. This position also requires knowledge of interstate compact laws/rules, policies, and tracking system, effective supervisory and teamwork skills, legal research and analytical skills. Additionally, the ability to understand the interrelationships of the Arizona Constitution and Statutes, Supreme Court rules, administrative orders, the Arizona Codes of Judicial Administration, policies and procedures and the functions of other state agencies.
The preferred candidate will have prior management of other staff and budgetary experience, and knowledge of probation policies, statutes and operations in Arizona.
