Job Summary:

Under general supervision of the General Manager, the Manager, Accounting/Administration will plan, manage, and administer all financial products, accounts, and budgets, and oversee customer service, payroll, and interface with Hualapai human resources practices and Accounting departments as needed. .

All personnel may be required to perform duties outside of their normal responsibilities from time to time, as needed.

  • Organize, coordinate and supervise the work of Customer Service Representative
  • Hold regular meetings with HTUA General Manager regarding financial functions, Board reporting, grant administration, and daily operations.
  • Audit banking functions, daily deposits, and customer account updates and maintains daily cash reconciliations in accounting software and responds to customer inquiries.
  • Prepares and administers the annual budget.
  • Administers employee payroll actions, and monitors employee deductions. Prepares journal entries to reconcile payroll actions to cash accounts. Interface with Hualapai payroll and accounting as required.
  • Prepares weekly accounts payable warrants for approval and compares actual disbursements and corrects errors; responds to vendor and contractor inquiries and monitors billings.
  • Completes monthly bank reconciliations for all cash and investment accounts.
  • Prepares monthly financial statements and reports for Hualapai Tribe and attends meetings as required.
  • Coordinates annual financial audit by meeting with auditors, preparing audit requirements, and finalizing audited financial statements.
  • Administers federal grants and performance reports.
  • Monitors and reconciles HTUA fixed assets and accumulated depreciation schedules and retire assets as needed.

QUALIFICATIONS GUIDELINES

Education and Training:

Bachelor's degree in Accounting, Finance, Business Administration, or a related field is required. Human Resources certification through the Society for Human Resources Management (SHRM) or related association is highly desirable. Training in the use of MS Office products, database applications such as CUBIC, and other payroll systems is desirable.

Experience:

Five years of utility accounting, budgeting, customer service, and human resources is required. Prior lead and supervisory experience is highly desirable.

Knowledge of:

Federal and State laws applicable to Federally Recognized Indian Tribes; Tribal Employment rights Ordinance; general ledger accounting and budgeting practices; utility accounting and financial auditing practices; human resources practices; and customer service practices. HTUA and Hualapai administrative policies and procedures; supervisory principles and practices.

Equipment and Technical Skills:

Proficiency in MS software programs, payroll applications, and accounting systems. Make mathematical computations with speed and accuracy.

Abilities:

Plan, organize, and complete projects and assignments and prepare financial and administrative reports. Ability to communicate effectively with staff, management, vendors, Tribal officials, contractors, customers and staff; understand pertinent procedures and functions quickly and use good judgment in interpreting and applying them to a variety of circumstances under supervision; operate a personal computer; analyze and evaluate data; make accurate and logical determinations based upon data and interpretive guidelines; maintain accurate records; speak clearly and concisely; simultaneously converse with customers and accurately enter data into a computer.

Work Environment:

The employee works in an office environment utilizing modern office equipment and technology. The noise level is moderate, typically below 70 decibels.

Physical Demands:

The employee is constantly required to sit, and occasionally to stand and walk between the work desk and front counter and to other departments within the facility. Finger dexterity and light grasping are frequently required to handle, touch, and to operate computer hardware and standard office equipment. The employee is expected to reach with hands and arms above and below shoulder level to access storage areas. The employee occasionally bends, stoops, lifts, and carries records and documents, typically weighing less than 20 pounds.

Sensory demands also include the ability to talk, and hear, and use electronic touch keypads. Specific vision abilities required include close vision, depth perception, and the ability to adjust focus.

Other Requirements:

  • Must be able to pass a drug test and background check.
  • Must adhere to the Tribe's Drug-Free Policy and agree to maintain a Drug-Free workplace.
  • Sitting, standing, occasional lifting. Good hearing and vision are required.
