Job Description Summary

The Economic Development Coordinator manages the City’s Customer Relationship Management (CRM) database, ensuring data accuracy, completeness, and integrity to support city-wide economic development programs and initiatives. This role prepares monthly development pipeline reports, monitors key commercial and targeted industry sector projects, and collaborates across departments to coordinate projects throughout the development continuum. The position also conducts research, analyzes economic, market, demographic, geographic, and statistical data, and prepares reports to support informed decision-making.

The ideal candidate has at least one year of experience in development or program management and familiarity with the development process in either the public or private sector. Hands-on experience with CRM platforms such as Dynamics 365 and electronic plan review systems like ProjectDox, Accela, or similar tools is required. Proficiency in Microsoft Excel, including the ability to build and work with pivot tables for data analysis and reporting, is strongly preferred. This individual is detail-oriented, deadline-driven, and an effective written communicator, with strong analytical and problem-solving skills. EXAMINATION PROCESS

Only a limited number of the most qualified applicants meeting the City’s requirements will be invited for an interview. The examination process for this position will consist of a panel interview. Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Leads CRM management for the department, ensuring data accuracy, integrity, and completeness while developing training materials, providing staff training, and supporting system customization to meet evolving team and reporting needs.
  • Oversees and synchronizes CRM data to support reporting, dashboards, pipeline tracking, and project monitoring, including routine data cleanup, structure maintenance, and quality control.
  • Prepares, reviews, and presents reports on business development activity and performance metrics, including monthly development pipeline reports, performance measure updates, and public announcement tracking, to support decision-making and project advancement.
  • Acts as the primary liaison among departments, partner agencies, developers, and community stakeholders, ensuring alignment, continuity, and smooth project progression across all phases.
  • Engages internal and external partners to resolve complex issues, identify solutions, and advance initiatives while tracking project milestones and maintaining consistent processes and schedules.
  • Builds and maintains relationships with public and private partners to leverage resources, strengthen collaboration, and support successful economic development outcomes.
  • Collaborates with business representatives and the West Valley Regional Chamber of Commerce to coordinate business events including ribbon cuttings, groundbreakings, and grand openings, as well as respond to customer assistance requests related to active and prospective projects.
  • Conducts research, compiles, and analyzes data; prepares related reports, summaries, and correspondence. Conducts statistical, analytical, and market research on economic and development issues, gathering information from a variety of sources including economic, demographic, population, and geographic databases.
  • Provides targeted research and analytical support for business retention, expansion, and recruitment efforts.
  • Prepares, designs, and delivers professional, high-quality presentations.
  • Assists with the development, evaluation, and implementation of program goals, objectives, activities, and strategic initiatives, including assessment of outcomes and impacts.
  • Organizes and coordinates roundtables, workshops, and other events to engage stakeholders, support programs, and advance economic development initiatives.
  • Contributes written content for marketing materials, reports, correspondence, award nominations, and related documents.
  • Supports a variety of special projects, as assigned, ensuring deadlines and deliverables are met.
  • Demonstrates exceptional attention to detail and commitment to accuracy across all work products, data systems, reports, and communications.
  • Maintains professionalism and responsiveness through regular participation in internal meetings and ongoing coordination with internal and external stakeholders.

Requirements

Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent experience.

Experience: Minimum one years’ experience in a related field.

Certifications and Other Requirements: Valid Driver’s License

Reading: Work requires the ability to read general correspondence, technical reports, survey and analyze materials, and memorandums at a college level.

Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division and to conduct college-level algebraic and statistical calculations.

Writing: Work requires the ability to write general correspondence, memorandums, letters, and reports at a college level.

Managerial: Complex – Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.

Budget Responsibility: Moderate – Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures (typically non- discretionary expenditures).

Policy/Decision Making: Significant – The employee normally performs the job by following established procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.

Technical Skills: Broad Application – Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

Interpersonal/Human Relations Skills: High – Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations. During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

12 Month Objectives

Within the First Month

  • Deliver consistently high-quality customer service to internal staff, developers, business representatives, and community partners via email, phone, and in-person interactions.
  • Become familiar with the City’s economic development mission, strategic plan, targeted industry sectors, and development continuum.
  • Gain working knowledge of departmental workflows by shadowing team members and participating in internal meetings.
  • Learn the structure, data standards, and reporting functions of the department’s CRM system, including how it supports pipeline tracking and performance metrics.
  • Review existing monthly pipeline reports, performance measures, and council reporting to understand data sources, formats, and expectations.

Within the First Three Months

  • Assume day-to-day responsibility for CRM data entry, maintenance, and quality control, ensuring accuracy, completeness, and consistency across projects.
  • Prepare monthly development pipeline reports and performance measure updates, coordinating with internal staff to validate data and timelines.
  • Collaborate with the deputy director and business development managers to support commercial and targeted industry projects as they move through the development continuum.
  • Develop proficiency in Microsoft Excel for data analysis and reporting, including use of pivot tables and data validation tools.
  • Support departmental research, BRE activities, and special projects by compiling data, preparing summaries, and responding to customer assistance requests as needed.

Within the First Six Months

  • Lead CRM system coordination for the department, including data cleanup, process refinement, and documentation of best practices.
  • Develop and deliver CRM training materials and support for staff to improve data consistency, reporting efficiency, and system adoption.
  • Serve as a coordination point for assigned development projects, working with internal departments, partner agencies, and external stakeholders to track milestones and resolve issues.
  • Prepare and present internal and external reports, dashboards, and presentations related to business development activity, performance metrics, and project status.
  • Assist with planning and delivery of GEO Tours and other stakeholder engagement activities, including presenting with support as scheduled.
  • Conduct economic, market, and demographic research to support business retention, expansion, and recruitment efforts.

Within the First Year

  • Fully own preparation, review, and presentation of monthly development pipeline reports, performance measures, and public announcement tracking.
  • Establish and maintain strong working relationships with developers, business representatives, partner agencies, and organizations such as the West Valley Regional Chamber of Commerce.
  • Coordinate or support business events such as ribbon cuttings, groundbreakings, and grand openings.
  • Contribute written content for reports, correspondence, marketing materials, and award nominations, ensuring accuracy and professionalism.
  • Support the evaluation and implementation of program goals and strategic initiatives, including tracking outcomes and impacts.
  • Complete the AAED Basic Economic Development Course or an equivalent professional development course if not already completed.
  • Create and implement a professional development plan focused on advancing skills in economic development, data analysis, CRM systems, and project coordination.
