Job Description
Job Description
Estimator / Project Manager – Heavy Civil Construction
Location: Tucson, Arizona
About the Role
We’re looking for a seasoned heavy civil professional who can handle both sides of the job — estimating and project management . You’ll price work, win work, and then make sure it gets built right. From bid day to closeout, you’ll have your hands on every part of the process.
If you’re someone who understands what numbers mean in the field — and you’re ready to own projects from start to finish — this is your role.
What You’ll Do
Estimating Responsibilities:
- Review plans, specs, and bid documents to prepare accurate, competitive estimates.
 - Perform detailed take-offs for earthwork, pipe, concrete, paving, and other heavy civil scopes.
 - Solicit and evaluate supplier and subcontractor quotes.
 - Build complete bids for public and private infrastructure projects.
 - Maintain cost databases for labor, equipment, materials, and productivity.
 - Attend pre-bid and pre-construction meetings, and track bid results.
 - Prepare budgets, cost breakdowns, and handoffs to project management.

Project Management Responsibilities:
- Lead assigned projects from award through final completion.
 - Develop and maintain project schedules, budgets, and progress reports.
 - Manage subcontractors, suppliers, and field crews to ensure safety, quality, and productivity.
 - Review and process submittals, RFIs, and change orders.
 - Conduct job site visits and progress meetings with owners and engineers.
 - Track quantities, costs, and production to keep jobs on budget and on time.
 - Work closely with accounting and leadership to manage project financials and forecasts.
 - Ensure compliance with all safety regulations, contract requirements, and company policies.
 - Support final project closeout, including punch lists, final quantities, and payment applications.

What You Bring
- Bachelor’s degree in Civil Engineering , Construction Management , or equivalent field experience.
 - 5+ years of experience in heavy civil construction with strong estimating and project management skills.
 - Hands-on knowledge of grading, utilities, drainage, paving, and site development work.
 - Proficiency in HCSS HeavyBid , Primavera P6 , Viewpoint , and Microsoft Office .
 - Proven ability to manage budgets, schedules, and teams effectively.
 - Strong communication and problem-solving skills — both in the office and on site.
 - A results-driven mindset and the ability to make smart calls under pressure.

Working Conditions
You’ll split your time between the office and the field. Expect to spend time on active job sites, coordinating work, and staying close to operations. Regular computer work is part of the job, with occasional lifting (up to 25 lbs).
Performance Goals
- Achieve full proficiency in HCSS HeavyBid within 6 months.
 - Independently bid and manage profitable $5M+ projects within 9 months.
 - Prepare budgets and cost reports tied to accounting systems within 9 months.
 - Lead a new market development or bid initiative within 12 months.
