Definition


Definition: Under the general supervision of the IT Director-Chief Information Officer (CIO) is responsible for oversite of the Program Management Program (PrMP). The team is responsible for multiple related projects to achieve larger strategic organizational goals. Ensures communications and reporting for stakeholders to achieve program performance metrics. This job class is treated as FLSA Exempt.

Distinguishing Features: The Senior Program Manager distinguished from the Senior IT Project Manager and Program Managers serving as a supervisor for Program Managers. Ensures the successful completion of all implementation projects and complex or time sensitive set of projects designated as programs. Mentors the IT Program Mangers and all levels of IT Project Managers (I, II and Senior).

Examples of Tasks


Tasks:

1. Mentoring: Guides Program Management staff to develop the technical and business skills needed for independent performance and career advancement.
  • Sets personal development goals and objectives for staff, aligning them with the skills required for individual, departmental, and community success.
  • Provides cross-functional training to ensure primary and secondary support personnel are well-prepared to support division services and the Program Management Program (PrMP).

2. Supervision & Workflow: Oversees, trains, and manages the daily activities of Program Managers and other assigned staff.

  • Establishes criteria for employee performance evaluations based on division and department goals.
  • Prioritizes and coordinates staff workflow, providing training and assistance as needed.
  • Prepares Employee Performance Appraisal Reports (EPARs) for assigned personnel.
  • Allocates Program Management resources to meet division and departmental objectives.
  • Assists in prioritizing and coordinating employee workload according to PrMP Division priorities.

3. Leadership: Provides leadership and promotes shared responsibility among the team.

  • Seeks to empower the group and resolve conflicts.
  • Coordinates staffing and workflow to ensure coverage and administrative notification during absences.
  • Participates in the IT leadership team to set and maintain division goals and objectives.
  • Offers senior technical leadership to the Program Management Division and collaborates with other IT divisions to establish and enforce IT standards. Recommends best practices.
  • Evaluates work performance to ensure quality products within time and cost constraints.
  • Advocates for continuous improvement within the IT department and the Community.

  • Program Management Operational Effectiveness: Leads the Program Management program to meet IT strategic objectives and ensure continuous improvement.

  • Supervises Program Managers and leads the overall coordination of assigned program and complex or time sensitive projects.

  • Defines program scope, creates work plans, schedules tasks, and monitors progress across multiple projects.

  • Develops and manages program budgets, allocates resources, and ensures timely and within-budget delivery .
  • Identifies and mitigates potential risks and issues impacting program delivery.
  • Resolves complex issues with program managers, project managers, and teams.
  • Leads and motivates cross-functional teams, coordinates activities, and builds relationships with stakeholders.
  • Prepares and presents reports on program performance, progress, and benefits to stakeholders, executives, and sponsors.
  • Assist with departmental continuous improvement.
  • Utilizes change management best practices to improve change adoption.
  • Providing the following facilitation services:
  • Strategic Planning and Consensus Building Services: Provide facilitation for strategic planning services for organizational department customers to develop or update their department strategic plans. Provide a consensus building service that focuses on achieving alignment and commitment among diverse stakeholders on strategy and goals.
  • Request for Proposal (RFP) Services: Manages division resources and consults with IT organization members to develop RFPs and oversee the procurement process, ensuring quality systems and service acquisitions.
  • Process Improvement: Analyzes current processes, identifies areas for improvement, and implements changes to increase efficiency, reduce waste, and improve quality. Ensures stakeholder consensus and metrics meet improvement goals.

  • Documentation : Establishes, maintains and enforces IT department policies and procedures in collaboration with IT management team.

  • Recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed.

  • Miscellaneous & Other duties: Performs other IT job related tasks as assigned by the IT Director/CIO.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the history, culture, laws, customs and traditions of the SRPMIC.
  • Knowledge of project organization and management including monitoring time and dollar expenditures for tasks performed.
  • Knowledge of IT management Best Practices.
  • Knowledge of IT Project Management including project design, cost estimates, deliverables, design review, design reports and project status reports.
  • Knowledge of Project Management Methodologies such as Waterfall and Agile.
  • Skill with verbal and written communication.
  • Skill with Business Analysis and Process Re-engineering.
  • Skill processing data into action plans and directives to meet objectives.
  • Skills presenting technical concepts to non-technical executive staff.
  • Skill developing processes and procedures.
  • Skill setting IT goals and objectives.
  • Skill with project management including design, implementation planning and documentation.
  • Skill with scheduling applications such as Microsoft Project and Microsoft Project Server.
  • Skill with process flow modeling with applications such as Microsoft Visio.
  • Skill establishing and maintaining effective working relationships with co-workers, users and vendors.
  • Skill with industry leading project management tools.
  • Ability to execute directives and strategic plans to meet projected goals.
  • Ability to mentor staff.
  • Ability to work with, and manage, consultants and vendors.
  • Ability to function as an IT team lead.
  • Ability to adapt to a change in work project schedule.
  • Ability to use initiative and judgment to work independently while recognizing matters that will require management's awareness.

Minimum Qualifications


Education & Experience: A Bachelor's degree from an accredited college or university in Information Systems/Technology, Management of Information Systems, Computer Science or compatible discipline required.

  • Nine (9) years' experience in a computer related industry required including experience in the following areas required:
  • Seven (7) years working in an IT environment assessing end-user requirements for IT equipment and application systems.
  • Seven (7) years Project Management experience.
  • Five (5) years supervisory experience.
  • Professional Project Management (PMP) Certification required.
  • Additional Project Management and leadership certifications desired.

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

  • Special Requirements: May be required to work beyond normal work hours at times including nights, weekends and holidays.
