Public Works Senior Project Engineer

(Anticipated Hiring Range $89,069.00 - $93,578.00/Annually) Positions assigned to this class are responsible for overseeing complex engineering projects. May provide assistance and direction regarding right-of-way, transportation, traffic, public infrastructure, and other projects to the public and city departments.
Essential Duties
The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the city's needs.
- Manage, review, and analyze complex engineering plans and reports to include but not limited to road development, public infrastructure, and construction projects.
- Provide and process procedural information, data and exhibits for the public works department and city staff.
- Prepare and maintain records of plan review activities and conducts research of various sources. May conduct field/site visits, inspect sites to ensure compliance with the approved construction plan, and manage engineering consultants for the division.
- Implement city right-of-way requirements, and check maps and records including legal descriptions and easements.
- Assist management and various departments regarding public improvements for private development projects. Interact with outside engineering consultants and professionals and negotiate development requirements.
- Develop, organize, and manage construction plans and projects.
- Respond to various types of complex citizen, contractor, developer, and engineer inquiries and complaints.
- Identify and recommend plat improvement and development plans and residential right-of-way (ROW) research and tasks including but not limited to easements, abandonments, acquisitions, and extinguishments.
- Identify and implement various city engineering standards, programs, and ordinances related to traffic, engineering, development, road construction, and drainage projects.
- May act as the city engineer in their absence.
- Attend various meetings on behalf of the department.
- Prepare and present oral and written reports to senior management, city council, and the public.
- May supervise or lead assigned division staff.
- Support the city's policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives. Ensures compliance with safety procedures.
Minimum Qualifications
Education and Experience Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor's degree in civil engineering or related field, and five (5) years paid fulltime experience in civil engineering, civil design and project management and one (1) year of management or supervisory experience, OR an equivalent combination of education and experience. Must possess a current license as a registered Professional Engineer in the State of Arizona.

- City and department procedures, policies, and guidelines; city code; civil engineering standards and codes; Arizona Revised Statutes; Occupational Health and Safety Administration guidelines; and Maricopa Association of Governments (MAG) Standards and Specifications; manual on Uniform Traffic Control Devices; and American Association of State Highway and Transportation Officials policy.
- Laws and regulations relating to right-of-way (ROW), land splitting, and floodplains.
- Specialized software and tools such as printers and plotters.
- Operating a personal computer utilizing standard software such as Microsoft Office and specialized software; functioning standard office equipment.
- Working with little or no direct supervision.
- Reading and interpreting maps, plans, and drawings.
- Establishing and maintaining cooperative working relationships with contractors, coworkers, and other individuals during the course of work.
- Communicating clearly and concisely, problem solving.
