Summary:
The Payroll and Compliance Manager will oversee all aspects of payroll processing and compliance management for our diverse workforce. This role requires a deep understanding of payroll regulations, labor laws, and compliance requirements at both the state and federal levels.
Responsibilities:
Payroll & Prevailing Wage Compliance:
- Manage multi-state payroll processing, ensuring accuracy and compliance with federal, state, and local regulations.
- Partner with HR on employee data (new hires, terminations, changes) and manage weekly benefit contributions to third-party vendors.
- Conduct payroll audits, process retroactive/arrears payments, and reconcile discrepancies.
- Oversee public works compliance:
- Validate project details with sales/field ops.
- Obtain wage determinations and maintain prevailing wage tables, updated throughout the year.
- Configure jobs and reporting structures in Points North and ADP, ensuring accurate project coding and timecard entry.
- Monitor hours, certified payroll, CAC payments, fringe benefits, and related compliance documentation.
- Submit required payroll reports (OCIP, certified payroll, CACS) and maintain a master project tracking sheet.
- Support compliance audits by external agencies as needed.
- Conduct quarterly meetings with project management and field ops to review active projects.
- Partner with Sales Operations to secure awarded contract documentation and confirm prevailing wage applicability.
- Liaise with Accounting to review and approve subcontractor invoices, ensuring certified payroll compliance prior to payment.
- Liaise with subcontractors to ensure compliance with our public works contracts.
- Perform various account reconciliations (weekly/monthly) to support internal and external audits.
Business License, Tax & Compliance:
- Manage business, contractor, and sales tax licenses; ensure timely renewals and filings.
- Prepare and submit property tax filings, sales tax returns, amended returns, and related compliance documents.
- Coordinate surety bonding for contracts/licensing requirements.
- Manage and maintain tracking of COI requests.
- Oversee resale certificate issuance and maintenance.
- Other duties as assigned.
Skills & Experience Required:
- Bachelor’s degree in Accounting, Finance, HR, or related field.
- 8–10+ years of certified payroll, payroll management, and compliance experience, preferably multi-state.
- In-depth understanding of prevailing wage/public works regulations (CA DIR, WA L&I, Davis-Bacon).
- Proficiency in ADP (or similar), LCP Tracker, Points North, and state prevailing wage portals.
- Strong knowledge of federal and state payroll regulations, labor laws, and compliance.
- Strong analytical skills with attention to detail and accuracy.
- Excellent communication and collaboration skills.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- CPP or related payroll/compliance certification preferred.
Certificates, Licenses, Registrations:
- Valid Driver’s License, in state of residence
- Certification in Payroll (CPP) or compliance (CPC) is a plus
