Position Summary
he Project Manager will serve as the day-to-day lead overseeing the delivery of administrative and technical support services for FEMA-aligned grant and loan programs in support of MEMA's mission. This role requires exceptional coordination skills, stakeholder engagement experience, and a deep understanding of FEMA and state-level emergency management grant processes.
The Project Manager will ensure timely delivery of project milestones, compliance with federal/state requirements, and proactive communication with MEMA leadership and program staff. This is a hands-on management role guiding multidisciplinary teams including specialists, engineers, and administrative support.

- Lead the implementation of the Work Plan and ensure full execution of scope for the 10/1/2025 9/30/2027 period, across FEMA programs such as BRIC, EMPG, HSGP, PA, HMGP, and others.
- Manage the full project lifecycle: kickoff, planning, execution, QA/QC, and closeout activities aligned to FEMA and MEMA standards.
- Serve as liaison to MEMA program leads, subrecipients, and federal partners.
- Oversee the development and submission of deliverables including SOPs, training materials, quarterly performance reports, financial reconciliations, and Year 1/Year 2 reviews.
- Direct a multidisciplinary team including administrative, technical, and programmatic
- personnel.
- Monitor subrecipient support activities including appeals, claims, reimbursements, site visits, and audits.
- Collaborate with the Principal to support contract compliance, stakeholder reporting, and quality control plans.
- Ensure team compliance with the State of Maine's OIT policies and use of tools such as the G: Drive, SharePoint, and FEMA systems.
- Coordinate with MEMA and FEMA on planning meetings, inspections, audits, and strategic reviews (e.g., mid-year, end-of-year readiness).
- Identify continuous improvement opportunities and integrate best practices across state-level emergency management functions.
Qualifications
Required :
- Demonstrated experience with FEMA grant programs (e.g., PA, BRIC, EMPG) and knowledge of 2 CFR 200 requirements.
- Proven success leading multi-disciplinary teams and managing high-volume deliverables across multiple funding streams.
- Strong organizational, communication, and stakeholder engagement skills.
- Experience in developing and implementing standard operating procedures (SOPs), compliance protocols, and financial documentation standards.
- Proficient in Microsoft Office, SharePoint, FEMA grants management systems, and virtual collaboration tools.
Education & Experience:
- Bachelor's degree in Public Administration, Emergency Management, Business, or related field.
- Minimum of 7 years of experience managing complex public sector or emergency management grant programs.
Preferred :
- PMP, CEM, or relevant project/grant management certification.
- Experience working with state or local emergency management agencies.
- Knowledge of State of Maine's technical, procurement, and grant policies.
- Familiarity with federal audit readiness practices and QA/QC systems.
- Salary Range : $115,000-$150,000 (Compliant with salary transparency laws, including California, New York, and Colorado).
