Principal OSP Project Manager (Elite Program Delivery)

Location: Phoenix, AZ (Highly Preferred) or Remote with 25% Travel to the Phoenix Market

On behalf of our client, a major player expanding critical telecommunications infrastructure, we are seeking the most aggressively capable Outside Plant (OSP) Project Manager in the market.

Let’s be completely transparent: this is not a standard telecom PM role. If your project management style consists of sitting behind a desk manually turning spreadsheet rows red, yellow, and green, this position is not for you. We are searching for an absolute force of nature—a high-stakes operator who can parachute into a complex, fast-moving, multi-million dollar fiber deployment project, establish immediate command, and wrangle a hairy build end-to-end.

You will step in as the single technical point of contact, taking total ownership across Engineering, Permitting, Construction, and Testing. When stakeholders meet you, they should walk away knowing they are working with the absolute best PM of their career. What You’ll Achieve (Key Responsibilities)

• Absolute End-to-End Governance: Serve as the definitive, single point of accountability for the entire fiber deployment lifecycle, seamlessly unifying cross-functional workstreams across engineering partners, municipal permitting authorities, and prime construction contractors.
• Aggressive Accountability: Establish ironclad milestone metrics and relentlessly drive project velocity. You will hold all internal teams, general contractors, and third-party vendors strictly accountable for their deliverables.
• Executive-Level Reporting: Communicate project status, critical-path risks, and fiscal health with total precision and confidence to any level of the organization—transitioning effortlessly from boots-on-the-ground field crews to boardroom executive suites.
• Preemptive Risk Mitigation: Actively hunt for project roadblocks long before they impact the schedule. You will design and execute aggressive mitigation strategies to bypass complex municipal, environmental, or logistical delays.
• Flawless Asset Delivery: Ensure the network is delivered on schedule, within scope, and under budget, maintaining a relentless focus on construction quality and safe execution standards.

What You’ll Bring (Qualifications of an Elite Leader)

• The Track Record: 5+ years of proven, verifiable experience successfully leading massive, high-velocity OSP, fiber, or telecom infrastructure programs.
• Lifecycle Mastery: Deep, unshakeable expertise traversing the entire utility build lifecycle—including right-of-way (ROW) site acquisition, architectural & engineering (A&E) design, zoning, municipal permitting, civil construction, and closeout validation.
• Commanding Presence: A natural, assertive ability to command a room, influence executive stakeholders, and cut through bureaucratic red tape to drive instant decisions.
• Exceptional Articulation: World-class communication skills. You must possess the unique ability to distill massive amounts of chaotic field and engineering data into clear, actionable, high-level intelligence.
• Execution Obsession: A fierce, relentless internal drive to deliver results inside a punishing, fast-paced infrastructure rollout environment.
• Logistics: Located in Phoenix, AZ, or able and willing to travel to the Phoenix market at least 25% of the time to maintain a decisive field presence. Must possess a valid driver's license and pass a comprehensive background check.
