The Contractor shall serve as a Certified Athletic Trainer responsible for all administration and clinical management within scope of practice as an independent embedded healthcare provider. Athletic Trainers shall evaluate and treat operators and aircrew to enhance and optimize human performance by focusing on the full integration of human performance capabilities in the delivery of training and rehabilitative services. The Contractor shall utilize a range of principles and methodologies to provide examination, evaluation, diagnosis, prognosis, intervention, and outcome assessment for assigned personnel to include but not limited to operational provision of care associated with individual assessments, injury prevention and human performance interventions of musculoskeletal conditions in support of personnel readiness. The Athletic Trainer will fall under the direction and supervision of a Physician collaborator. AT Subtasks :
- Complete all unit and MDG in-processing requirements, to include computer-based trainings as required by the Department of Defense, Air Force, or the Medical Group training, on-line Relias health training, Genesis training, peer review, newcomer's orientation and other job specific trainings which could include simulations and other hands-on training opportunities/assessments. Contractor personnel may be required to participate in specific operator training activities to better understand SOP performance and injuries.
- Independently manage complex neuromuscular and musculoskeletal disorders by providing neuromuscular control, corrective exercises, postural functional exercises, and self-corrective movements.
- Assess patients to screen for risk factors that would increase their risk of injury/illness. These screening procedures may include, but are not limited to: musculoskeletal flexibility assessment, muscular strength and endurance assessment, cardiovascular fitness assessment, postural and ergonomic assessment and body composition assessment.
- Design and implement strength training and/or conditioning programs to reduce the risk of injury and illness.
- Instruct and counsel patients regarding compliance with prescribed therapeutic regimens, human performance, and rehabilitation maintenance.
- Coordinate and supervise fitness and medical readiness of assigned patients.
- Provide appropriate reevaluation of targeted populations.
- Select, apply, and evaluate the effectiveness of therapeutic interventions using best evidence to guide those decisions. Interventions used by Athletic Trainers include but are not limited to: techniques to restore joint range of motion and muscle extensibility, exercises to improve strength, endurance, speed and power, activities to improve balance, neuromuscular control and coordination, agility training, exercises to improve cardio-respiratory fitness, sports specific and/or functional exercises.
- Ensure safety in the design and implementation of fitness, nutrition and conditioning programs customized to meeting individual patient needs.
- Provide direct access (i.e., no referral needed) evaluation for acute musculoskeletal and neuromuscular conditions in an embedded setting including on/off site emergency evaluation, triage, and treatment in accordance with local MDG policy.
- Ensure patient privacy is respected and complies with Health Insurance Portability and Accountability Act (HIPAA) requirements.
- Perform work assignments in compliance with instructions, policies, or accepted practices of Defense Health Agency (DHA) and Medical Group requirements.
- Conduct required clinical and non-clinical administrative responsibilities and maintains patient care records IAW DHA.
- Monitor access to care and employs electronic systems, software programs, and databases for patient care documentation and administrative responsibilities (i.e. Mandatory 72hr MHS Genesis patient entries).
- Facilitate and instruct patients to enhance their general knowledge of sports medicine concepts, injury prevention strategies, self-rehabilitative techniques, and functional movement assessment in order to develop independence of action and allow participation in their own fitness prescriptions.
- Attend weekly staff meetings with squadron commander as needed to review and evaluate physical training programs and identify opportunities for improvement. Prepare and submit data to a comprehensive Monthly Staff Report (MSR) that informs squadron leadership and the COR about the physical and mental readiness issues of the unit.
- Provide Human Performance Measures of Effectiveness (MOE) trending metric report to include training availability, recommendation status, utilizations, evaluations, access to care and pillars of performance. MOE’s will be based off the program’s needs and assessments and may change per the COR direction.
- Ensure equipment and facilities are properly organized and utilized and are inspected and in safe working condition per manufacturer's specifications. Any unserviceable equipment will be reported to supervisor. These duties shall include cleaning on a daily/weekly basis.
- Evaluate and recommend new techniques and equipment that would enhance the benefits of the sports medicine program.
- Contractor shall complete an in-processing evaluation/assessment for all newly assigned personnel.
- Contractor shall be physically proficient to demonstrate all prescribed exercises and techniques as well as be able to hike over rough terrain, function in austere environments, and able to lift and manipulate loads and plates up to 55 pounds.
