General Description Summary:
Under general guidance of the Executive Director, the Finance Director is responsible for managing all financial and accounting functions of Pima Association of Governments (PAG) and the Regional Transportation Authority (RTA), including internal and external financial reporting, accounts payable/receivable, managing cash position, planning & forecasting, managing the external & internal audit process and all other aspects of financial management and analysis.
Essential Duties and Responsibilities:
- Maintain and oversee biweekly payroll process in ADP and other web portals.
- Manage accounting systems to address all financial aspects for PAG/RTA.
- Develop and lead annual budget process.
- Prepare and analyze monthly financial reports.
- Present financial results to the Executive Director.
- Train and/or provide guidance to senior management on interpretation of financial statements and support ongoing operational needs.
- Provide senior management financial information as requested to assist them in the performance of their duties.
- Compare performance with operating plans and standards. Provide report and interpret the results of operation to all levels of management.
- Assure protection for the assets of the business through internal control, internal auditing and ensuring proper insurance coverage.
- Work with senior management to align operational financial requirements with budget.
- Identify, secure and manage insurance relevant PAG/RTA needs.
- Work with outside auditors; secure and facilitate the annual audit and file tax reports in a timely manner including annual tax documents to government agencies, foundations, consultants, etc.
- Develop and maintain agency procurement procedures. Provide agency personnel guidance, training and assistance in the procurement process.
- Establish and maintain clear financial ties and contracts with partner organizations as necessary.
- Develop and maintain a reporting system for all financial contributions/revenues and other income.
- Perform other related duties.
Knowledge, Skills and Other Abilities:
- Knowledge of the principles and practices of public administration and financial management.
- Knowledge of both governmental and private accounting practices and procedures.
- Ability to communicate effectively, both orally and in writing.
- Skill in establishing and maintaining effective working relationships, both internally and externally.
- Ability to analyze financial problems and present solutions clearly and concisely.
- Knowledge of relevant federal, state and local laws, rules and regulations.
- Ability to apply principles and practices associated with the area of assignment.
- Ability to create and manage complex accounting and reporting systems.
- Ability to coordinate several concurrent projects and various personnel associated with their completion.
Supervisory Responsibilities:
- Carries out supervisory responsibilities as assigned in accordance with the agency’s policies and applicable laws.
Minimum Education and/or Experience Requirements:
- At a minimum, requires combination of knowledge, skills and abilities to perform duties and either a graduate degree with seven years of related experience or an undergraduate degree with nine years of related experience or equivalent.
- Municipal Finance and Accounting experience.
