Regional Program Director
GENERAL DESCRIPTION:
Location of position Mohave, La Paz and Coconino Counties.
The Program Director provides leadership and strategic oversight for the Health Start and Healthy Families home visitation programs, ensuring the effective delivery of services to support pregnant women, infants, and young children. The Director collaborates with community partners, coach and manages staff, and ensures program compliance with funding requirements, aiming to improve maternal and child health outcomes.
SUMMARY OF ESSENTIAL JOB FUNCTIONS:
- Provides overall leadership, planning and management of the Health Start and Healthy Families programs.
- Identify and implement program goals, objectives, policies and procedures aligned with model scope of work, organizational standards and funder requirements.
- Recruit, supervise and train program staff/volunteers, providing continuous constructive and positive feedback.
- Manage budget development, and financial reporting related to program models.
- Develop, establish, maintain Memorandum of Understanding (MOU), and assist with contract renewals.
- Update and oversee a strategic outreach plan to engage families, parents, and community members.
- Work alongside marketing and development to promote agency and program visibility and reputation.
- Provide bi-weekly reflective supervision to Healthy Families Program Managers and Community Health Workers (CHWs).
- Coordinates program activities and partnerships with community based agencies, hospitals, Department of Child Safety (DCS), and the public.
- Involved in the creation of marketing, outreach and advertising materials.
- Offer program and agency presentations and provide information to the agency, funders, colleagues, and the public.
- Provides support to staff and participates in program activities essential to the completion of program coordination and implementation, including but not limited to, family identification, home based intervention, referral coordination, staff certification and assessment and evaluation.
- Attends and participates in scheduled conferences, seminars, in-service trainings and meetings.
- Schedules and comes prepared to engage in bi-weekly supervision with Senior Director.
- Develop and streamline procedures for effectiveness, contract compliance and program fidelity.
- Serves as part of the management team and performs duties related to that assignment.
- Build relationships with current and potential partners for successful implementation and growth.
- Responsible for data collection, monitoring, evaluation and reporting requirements for both models.
- Develops and work with the Program Advisory Board(s).
- Represent the agency on relevant boards, committees and coalitions.
- Monitor and maintain program budget expenditures.
- Ensure all contract reports, deliverables and requirements are met.
- Participate in agency, model and funder CQI activities.
- Complete Quality Assurance tasks per model requirements.
- Coordinates and maintain program data collection within ETO.
- Identifies possible barriers to ongoing program implementation.
- Commits to a flexible working schedule.
- Adheres to agency, model and funder policy and procedures.
- Performs other duties as assigned.
REQUIREMENTS:
- Bilingual (Spanish/English) preferred.
- Bachelor’s degree or higher is required and a minimum of two (2) years program management experience.
- Experience administering and/or delivering home visitation services preferred.
- Familiar with the service areas and needs preferred.
- Experience with impact studies, evaluation and/or scientific studies preferred.
- Knowledge of child development, trauma informed approaches, strength based approach, referral systems, Mandatory Reporting, and other components critical to providing a safe and supportive environment for families and staff.
- Knowledge of effective prevention strategies.
- Sensitive to cultural diversity including age, ethnicity and lifestyle.
- Strong communication skills.
- Flexible, detail oriented, and well organized.
- Strong computer skills and proficiency in Microsoft Office suite, Google docs, Virtual platforms.
- Must be able to be certified in CPR/First Aid.
- Location: must be able to provide direct service to the designated client base in Mohave, La Paz and Coconino County service areas.
- Comply with all agency and program policies and procedures including confidentiality, employee conduct, computer usage and dress code.
- Meet program/department’s performance and productivity standards.
- Attend required agency and program/department meetings.
- Adhere to the schedule agreed upon with the supervisor.
- Follow and model CFR’s core values.
- Participate in PQI initiatives.
- Must be eligible and able to obtain a Level one-fingerprint card.
- Must have a valid Arizona driver’s license, Arizona vehicle registration, and meet agency and Arizona liability insurance requirements.
ABILITY REQUIREMENTS:
- Sitting for extended periods of time daily; standing and walking short distances.
- Moderate twisting, bending, stooping and lifting up to 40 pounds in the performance of assigned duties.
- Ability to use a variety of office equipment and machines as referenced.
- Normal manual dexterity and eye-hand coordination required.
- Repeated hand-wrist movement required.
The nature of the position involves a fast paced working environment with multitasking of many different duties and tasks. General daily priorities may change at a moment’s notice, and the position requires quick response time and flexibility.
