Job Summary:

This position will be responsible for reviewing and processing applications for grandfathered rights in the Douglas AMA assisting in the administration of the conservation programs of the Active Management Areas (AMAs) Section as described in the Management Plans; developing an accurate understanding of applicable laws rules statutes policies and procedures in use by ADWR and communicating them to the regulated community and interested parties on a regular basis via written communication phone call and meetings.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Responsibilities may include but are not limited to:
  • Assisting in the receipt and processing of applications and payments
  • Data entry and quality control
  • Process relevant applications in a timely and accurate manner
  • Ensuring proper application organization
  • Assisting Establishment program Team Lead
  • Scanning physical documents into digital copies for internal and public use.

Other duties related to the AMA programs and processes may be assigned as needed.

Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Groundwater Code especially pertaining to groundwater rights and permits
  • The mandatory conservation programs as described in the management plans
  • The occurrence behavior and significance of water in nature
  • Environmental social and economic aspects of water supply and utilization
  • Current concepts and practices in water resource management
  • Current laws and regulations regarding water supply and utilization in Arizona
  • Statewide water resource management issues
  • Information sources and research methods and techniques utilized in water resources management
  • Best practices in document management including retention and archiving

Skills in:

  • Using spreadsheets databases and statistical systems
  • Working well within a team environment including establishing and maintaining effective working relationships within the Department other governmental entities private and public sectors
  • Preparing background information for policy development
  • Excellent interpersonal oral and written communication
  • Data Entry as well as quality assurance and quality control
  • Strong customer service skills
  • Researching reading analyzing and evaluating documents

Ability to:

  • Use computers to retrieve organize and present water resource management data
  • Use analytical methods
  • Develop knowledge of the Groundwater Code AMA Management Plans and Departmental rules regulations policies and procedures
  • Researching and processing requests and inquiries to provide accurate and efficient customer service to all entities
  • Apply techniques to study water resource management issues impacting the State of Arizona
  • Handle multiple projects simultaneously
  • Establish and maintain effective relationships with various levels of governmental and regulated business officials community leaders and the public

Selective Preference(s):

This position requires possession of and ability to retain a current valid state-issued drivers license appropriate to the assignment.

Pre-Employment Requirements:

Four (4) years of technical/paraprofessional level experience in water resource management oriented experience: Post-high school coursework from an accredited institution in a closely related field may substitute for the technical/paraprofessional experience; OR

Bachelors degree in a related field; OR Any combination of training and experience that meets the knowledge skills and abilities (KSAs)

Related field degrees may include planning agricultural and/or natural resource management environmental planning agricultural and/or natural resource economics or other related field

Retirement :

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
