Job Summary:

This position assists children and their families in navigating the behavioral health (BH) system so the children served by the Subsidy Program receive needed behavioral health addition this position leads in providing training on navigating the behavioral health system and assists subsidy parents with the formal appeals process established by the Arizona Department of Behavioral Health Services.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

  • Assist in training and enhancing the knowledge of subsidy specialists as well as field specialist on the subsidy program. Ensuring that specialists have the skills necessary to provide accurate and quality customer service to the families served by the program. Work with Learning & Development to create edit and update job guides and user manuals applicable to the subsidy program.
  • Provides customer service when answering/making phone calls for subsidy children needing behavioral health services. Provides technical and resource assistance to DCS Subsidy Specialist Subsidy Supervisor Adoptive and Guardianship Parent(s) state wide on how to obtain behavioral health services and expected standards of behavioral health service delivery. Networks with parents and community groups on Behavioral Health (BH) services and Adoption and Guardianship subsidy procedures.
  • Assist Subsidy Specialist and Subsidy Supervisors with recognizing quality of care issues regarding behavioral health services and assist in taking any necessary action. These actions could include issue resolution with BH providers clinical discussion with Integrated Health Plans to determine the appropriate intensity and level of BH services and assisting Adoptive and Guardianship Subsidy Parent(s) with the appeal process through BH.
  • Collaborate with internal DCS staff and external stake holders (integrated health plans) in order to trouble shoot issues that arise involving behavioral health services for subsidy children such as delay in services denial of 15 medically necessary behavioral health services or difficulties with filling psychotropic medications due to non-clinical reasons.
  • Confers with professionals in multiple state agencies to ensure children can receive required services timely Participate as a community liaison as it relates to the DCS Subsidy Program. Assist families to develop appeals actions in cases where required BH services are not being provided or where any inadequate level of services are being provided.
  • Coordinates the Complaint/Grievance process through Subsidy. Receives complaints/grievances from adoptive/guardianship parent(s) and sends them to the Adoptions Manager to resolve. Coordinates with Attorney General (AAG) and Office of Administrative Hearings (OAH) on subsidy appeals. Gathers information for the appeal consulting with the AAG and testifies at the OAH hearing as required.
  • Other duties as assigned as related to the position.

  • Arizona Health Care Cost Containment System (AHCCCS)/Medicaid Health Plan operations and requirements including requirement of the federal Early Periodic Screening Diagnostic & Treatment (EPSDT) program
  • Adoption/Guardianship Subsidy Program including Arizona Revised Statute state and federal policies
  • Health Care Administration as is relates to children in foster care adoption and guardianship
  • Arizona Department of Behavioral Health Services (ADBHS) policies and procedures and Behavioral Health Services available under Medicaid

Selective Preference(s):

The ideal candidate will have a Bachelors Degree in Social Work Psychology or related field and 2 years experience in Arizonas Behavioral Health System. Knowledge of Medicaid behavioral health service array and the Child Family Team (CFT) process is preferred.

Pre-Employment Requirements:

Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11). Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration. Mileage may be reimbursed if applicable.

Must be able to secure and maintain clearance from DCS Central Registry.
