Job Summary
The Engineering Supervisor is responsible for the direct supervision, leadership, and coordination of Outside Plant (OSP) Engineers and related field engineering activities. This role ensures effective planning, design, construction oversight, maintenance, and upgrade of outside plant infrastructure, including aerial and underground fiber optic networks and associated facilities.
This position emphasizes leadership, work prioritization, quality control, safety compliance, and cross-functional coordination, while maintaining sufficient technical expertise to guide engineering decisions and resolve escalated issues. The Engineering Supervisor functions as a technical leader accountable for team performance and project outcomes.
Primary Job Responsibilities
Supervision & Leadership
- Directly supervise, mentor, and support OSP Engineers, ensuring alignment with organizational goals, engineering standards, and project priorities.
- Assign work, set expectations, monitor workloads, and ensure timely completion of engineering deliverables.
- Conduct performance coaching, provide technical guidance, and participate in employee evaluations and development planning.
- Promote a culture of safety, accountability, collaboration, and continuous improvement.
Engineering Oversight & Planning
- Oversee the development of outside plant designs, construction plans, and specifications, including fiber routes, equipment placement, and installation methodologies.
- Review and approve engineering designs, field notes, splicing plans, and documentation for accuracy, constructability, and compliance with standards.
- Ensure site surveys and field assessments are completed accurately by the engineering team.
Project & Resource Management
- Supervise the execution of OSP engineering activities across multiple projects, ensuring adherence to scope, schedule, budget, and quality requirements.
- Coordinate engineering efforts with network services, field services, construction teams, contractors, municipalities, vendors, and other internal and external stakeholders.
- Identify project risks, resource constraints, and technical challenges, and implement mitigation strategies.
- Oversee execution of all outside plant methods of procedure (MOPs) for fiber construction projects.
- Support the development and ongoing management of the planned preventative maintenance program.
Quality Assurance & Escalation
- Ensure engineering work meets industry standards, best practices, regulatory requirements, and company policies.
- Serve as the escalation point for complex issues, constructability conflicts, and field engineering challenges.
- Provide oversight of fiber splicing, testing, and acceptance standards, including review of OTDR results and as-built documentation.
Documentation & Reporting
- Ensure accurate, complete, and timely documentation of outside plant assets, including design packages, splicing records, and as-built drawings, and GIS mapping in ESRI.
- Review and approve reports, progress updates, and engineering documentation submitted by the team.
- Identify opportunities to improve engineering processes, tools, and workflows to increase efficiency and consistency.
Safety & Compliance
- Enforce safety protocols and ensure safe work practices are followed by employees and contractors.
- Ensure compliance with regulatory requirements, industry standards, and internal policies related to outside plant engineering and construction.
Skills and Competencies
- Strong leadership and supervisory skills with the ability to manage and develop technical staff.
- Extensive knowledge of fiber optic outside plant networks, construction standards, and engineering best practices.
- Proven ability to manage multiple projects and priorities in a fast-paced environment.
- Excellent communication, documentation, and interpersonal skills.
- Proficiency with ESRI, CAD, GIS tools, Microsoft Visio, and related engineering software.
- Working knowledge of optical and networking components (e.g., OLT, ONT, DWDM).
- Ability to interpret engineering drawings, utility records, and field data.
- Experience managing contractors, consultants, and outside resources.
- Demonstrated experience leading technical problem-solving efforts.
Education and Experience
- Bachelor’s degree in electrical engineering, telecommunications, or a related field; or an equivalent combination of education and experience.
- Minimum of 5 years of progressive experience in outside plant engineering and broadband infrastructure.
- Prior supervisory or lead experience overseeing technical or engineering staff is strongly preferred.

Some shift work may be required, including participation in a 24x7x365 operational environment.
Additional Requirements
- Will be asked to provide 39 months driving record. Position requires insurability under GRTI insurer requirements.
- Will be required to pass a pre-employment drug and alcohol test, and a background check.
