POSITION SUMMARY:

The Human Resources Officer manages the day-to-day human resources functions of the Phoenix Indian Center, including recruitment, onboarding, payroll, benefits administration, training and development, and employee relations. This role ensures compliance with employment regulations, supports staff development, and helps foster a positive and culturally respectful workplace environment.

KEY RESPONSIBILITIES:

Payroll & Benefits Administration

  • Process payroll and maintain payroll records and documentation.
  • Serve as Benefits Administrator and work with benefit providers to enroll team members.
  • Enter and maintain voluntary payroll deductions (benefits, garnishments, loan repayments).
  • Hire and terminate employees in the payroll/HRIS system (ADP).
  • Support compliance with wage and hour laws and payroll best practices.

Recruitment & Hiring

  • Manage internal and external recruitment announcements.
  • Coordinate recruitment logistics and schedule interviews once hiring manager advances candidates.
  • Serve as point of contact for applicants throughout the recruitment process.
  • Send regret notifications to candidates not selected.
  • Gather I-9, W-4, and required identification documents for new hires.
  • Coordinate background check and fingerprint clearance process.

Onboarding, Offboarding & Personnel Records

  • Coordinate new employee onboarding and orientation.
  • Conduct exit interviews and support offboarding processes.
  • Maintain physical and electronic personnel files.
  • Track renewal dates for fingerprint clearance cards and other required documentation.

Employee Relations & Compliance

  • Serve as the primary point of contact for employees regarding workplace concerns, complaints, and employee relations matters.
  • Receive, document, and coordinate the review of employee complaints, concerns, and workplace conflicts while maintaining appropriate confidentiality.
  • Support conflict resolution and facilitate communication between team member and supervisors, escalating matters as appropriate.
  • Maintain incident reporting documentation and related records.
  • Ensure compliance with employment laws, organizational policies, and HR procedures.
  • Assist leadership with policy interpretation, implementation, and HR best practices.
  • Conduct or coordinate workplace investigations as assigned, documenting findings and maintaining appropriate records.
  • Promote a respectful, inclusive, and positive workplace culture aligned with the organization's mission and values.

Training & Professional Development

  • Maintain a database of approved trainers for annual compliance training.
  • Coordinate contracts and/or MOA with external trainers.
  • Maintain an annual training calendar and coordinate trainers, vendors, facilities, materials, and employee participation.
  • Collaborate with department leaders to identify training needs and implement professional development opportunities.
  • Ensure training programs comply with applicable federal, state, local, OSHA, grant, and organizational requirements.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or related field, or equivalent experience.
  • Minimum three (3) years of progressively responsible HR experience.
  • Experience with payroll and HRIS systems (ADP or similar).
  • Knowledge of employment laws and HR best practices.
  • Strong interpersonal, communication, and conflict-resolution skills.
  • Ability to maintain confidentiality and handle sensitive information.
  • Experience in nonprofit organizations preferred.
  • Experience working with the American Indian community preferred.

In accordance with the Indian Preference Policy, preference is given to American Indians. To claim American Indian preference, a copy of tribal affiliation must be submitted with resume and supplemental information form.

Note - All staff requirements:

  • Must have or able to obtain a State of Arizona Department of Public Safety Fingerprint Clearance Card within 90 days
  • Dependable transportation, valid driver’s license, and automobile insurance coverage in compliance with Center requirements
