Public Sector Business Development Manager - Commercial Roofing

Since 1971, we’ve delivered innovative, high-quality roofing solutions for commercial, industrial, and multi-family properties.We are seeking a Public Sector Business Development Manager to identify, pursue, and win public sector work across federal, state, municipal, education, healthcare, and other government-related markets. This role drives growth through public procurement expertise, strong government relationships, and disciplined pursuit execution in partnership with internal teams.

What You’ll Do

• Identify and pursue public sector opportunities aligned with growth goals

• Manage RFPs, RFQs, RFIs, cooperative contracts, IDIQs, JOCs, and direct awards

• Build relationships with government agencies, procurement officials, and partners

• Navigate public procurement requirements and ensure bid compliance

• Lead pursuit strategy and coordinate proposals with internal teams

• Develop account strategies focused on repeat work and long-term partnerships

• Track pipeline activity, forecasts, and pursuits in the CRM

• Represent the company at industry events and government forums

What We’re Looking For

• Bachelor’s degree preferred (Business, Construction Management, Public Administration, or related field)

• 5+ years of business development, sales, or capture experience in public sector markets in the roofing or construction industries

• Proven experience working with government agencies and procurement processes

• Strong understanding of RFP/RFQ environments

• Excellent communication and proposal coordination skills

• CRM experience (Salesforce preferred)

Work Environment

On-site role with a mix of office work, client meetings, and site visits. Travel required. Standard Monday–Friday schedule with flexibility around deadlines and pursuits.
