Public Sector Business Development Manager - Commercial Roofing

Since 1971, we’ve delivered innovative, high-quality roofing solutions for commercial, industrial, and multi-family properties.We are seeking a Public Sector Business Development Manager to identify, pursue, and win public sector work across federal, state, municipal, education, healthcare, and other government-related markets. This role drives growth through public procurement expertise, strong government relationships, and disciplined pursuit execution in partnership with internal teams.
What You’ll Do
Identify and pursue public sector opportunities aligned with growth goals
Manage RFPs, RFQs, RFIs, cooperative contracts, IDIQs, JOCs, and direct awards
Build relationships with government agencies, procurement officials, and partners
Navigate public procurement requirements and ensure bid compliance
Lead pursuit strategy and coordinate proposals with internal teams
Develop account strategies focused on repeat work and long-term partnerships
Track pipeline activity, forecasts, and pursuits in the CRM
Represent the company at industry events and government forums
What We’re Looking For
Bachelor’s degree preferred (Business, Construction Management, Public Administration, or related field)
5+ years of business development, sales, or capture experience in public sector markets in the roofing or construction industries
Proven experience working with government agencies and procurement processes
Strong understanding of RFP/RFQ environments
Excellent communication and proposal coordination skills
CRM experience (Salesforce preferred)
Work Environment
On-site role with a mix of office work, client meetings, and site visits. Travel required. Standard Monday–Friday schedule with flexibility around deadlines and pursuits.
