Job Summary:

As a Financial Exploitation Investigations Supervisor you manage the day-to-day operations through subordinate professional staff determining if information/allegations of financial exploitation of vulnerable or incapacitated adults, age 18 years of age or older, provided to Adult Protective Services (APS) is valid, meets the statutory definitions in the APS statutes, and is appropriate to initiate an investigation. You supervise the highly complex auditing and analysis of financial exploitation cases assigned to staff and review staff reports as well as develop investigative scopes, objectives, and procedures in accordance with department policies and procedures, applicable statutes and investigative standards. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
  • Supervise staff assigned financial exploitation cases for investigation. Provide guidance through the investigative process. Provide investigative advice and direction to unit and program staff.
  • Review and prioritize program unit requests for financial exploitation assistance. Review various forms of financial records used in investigations and document investigative actions and findings.
  • Organize case information, analyze financial records, spread sheets, and metrics of unit staff. Ensure staff meet performance and productivity metrics on schedule.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
  • Federal and Arizona state laws, rules, regulations, codes and policies governing the investigation of financial exploitation
  • Investigation techniques
  • Forensic audit accounting and audit methods and systems of general auditing standards and procedures
  • Techniques and methods of work management and supervision
Skills in:
  • Oral and written communication
  • Accurately analyze and interpret data
  • Legal writing techniques, deductive reasoning, problem resolution and auditing records
  • Using a variety of computer software packages (e.g., Excel, Word, Google Suite, etc.)
Ability to:
  • Write clear, concise, and accurate reports
  • Prepare documents for court or administrative hearings, gather, compile and preserve evidence
  • Accurately complete and assemble audit working papers
  • Establish and maintain effective working relationships with leadership, division management and internal and external stakeholders

Selective Preference(s):

This ideal candidate for this position will have:
  • Requires a bachelor's degree in accounting, auditing, or closely related field and 1 year experience auditing financial records or investigations of financial crime (including forensics accounting review); OR
  • 2 years' experience auditing financial records or investigations noted above; OR
  • 1 year as a Human Service Unit Supervisor in AZ state gov't; OR
  • 1 year as an Investigator 3

Pre-Employment Requirements:

  • This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements . Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.
  • Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
  • A.R.S. 41-1968 Each employee of the department who has contact with children or vulnerable adults shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to section A.R.S. 41-1758.07.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
