Overview An industry-leading civil construction company is seeking a Pre-Construction Director to spearhead estimating and pre-construction initiatives for major infrastructure projects across the Valley. The Role The Pre-Construction Director will be responsible for leading pre-construction strategy, estimating, and value engineering across complex civil projects, typically valued at $5M+. Reporting to senior leadership, this role will oversee a team of estimators and collaborate closely with clients, subcontractors, and internal project teams to ensure competitive bids and efficient planning. Success in this position is defined by delivering accurate estimates, winning project pursuits, and developing high-performing teams.

Responsibilities

• Oversee all pre-construction planning, cost estimating, and value engineering activities.

• Direct, mentor, and develop a team of estimators across varying experience levels.

• Lead project pursuits, proposals, and bid strategies to secure new work.

• Partner with clients, subcontractors, and internal teams to define scope, budgets, and schedules.

• Implement standards and processes that drive efficiency, profitability, and consistency.

• Ensure accuracy, competitiveness, and innovation in all bids and project estimates.

Requirements

• 10+ years’ experience in civil construction with a focus on estimating and pre-construction leadership.

• Proven expertise in wet utilities, grading, earthwork, and large-scale infrastructure projects.

• Strong track record with both public and private sector projects; municipal project experience highly valued.

• Proficiency with AGTEK, Heavy Bid, HCSS, and On-Screen Takeoff.

• Exceptional leadership, client-facing, and communication skills.

Salary $160,000 – $180,000+ DOE, plus quarterly performance bonuses.

Location Mesa, AZ - in-office.
