Job Summary:
Oversee the development and implementation of comprehensive community relations and public involvement plans during the study, design and construction of ADOT projects and the operation of the state highway system. Plans and implements complex public involvement in both a virtual and in person environment while adhering to federal requirements and guidelines. Pursue professional positive engagements that build and improve relations with stakeholders and communities. This position will support projects in the Central District (Maricopa County), as well as statewide planning efforts and projects.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Manage public involvement/communications strategies and tactics during implementation of the 5 YR Transportation Facilities Construction Program, operation of the State Highway System, development of Long-Range Transportation Plans and during the federally mandated environmental review processes.
Develop/implement strategic communication plans for project delivery (planning, study, design, construction and operation) to outline goals, strategies and tactics for keeping stakeholders informed and involved and to build/maintain positive relationships.
Work with project teams to provide timely, accurate project updates to stakeholders using appropriate outreach tools with special emphasis on reducing project-related delays for the traveling public.
Manage professional consultants in planning/implementing public-involvement activities to support studies, projects and planning efforts in accordance with federal requirements and the ADOT Public Involvement Plan.
Build and maintain strong internal stakeholder relationships through ongoing collaboration/cooperation with Communications and other ADOT offices, participating in project partnering; and providing timely, professional customer-focused service.
Seek out and fulfill requests for unique engagements that reflect positively and professionally on the department, build and improve relationships in communities and with stakeholders statewide.
Occasional travel within Maricopa County as well as throughout the state for project related meetings, project construction site visits and public outreach efforts. An ADOT vehicle is available for work related travel.

Knowledge, Skills & Abilities (KSAs):
Knowledge:- Public involvement principles and best practices.
- ADOT Public Involvement Plan requirements, including federally-mandated requirements.
- Strategic communication planning and implementation.
- Proper grammar, punctuation and spelling.
- Associated Press (AP) Style.
- Develop and implement effective project public involvement plans, manage tasks, deliverables, schedules, budgets and consultants.
- Effective, clear and accurate writing for diverse audiences and mediums.

Selective Preference(s):
Bachelor's degree in Communication, Journalism, Public Relations or a related field. Five to seven years of experience in communications, community relations, public relations or a related field. Ability to read, write, speak and translate Spanish with fluency desired, but not required.
Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
