Key Responsibilities:
- Lead core HR functions across the employee lifecycle, including recruiting, onboarding, and retention.
- Serve as a trusted advisor to employees and managers on HR policies, workplace concerns, and employee relations.
- Manage performance management processes, including goal-setting and annual review cycles.
- Coordinate employment-based immigration support in partnership with external counsel and internal stakeholders.
- Develop and implement HR policies, programs, and initiatives that support company growth and culture.
- Oversee payroll administration and ensure accurate, timely processing through ADP or similar systems.
- Support compensation and benefits programs, including annual salary reviews and employee offerings.
- Ensure compliance with federal, state, and local employment laws and HR regulations.
- Support training and professional development initiatives across the organization.
- Maintain HR reporting and metrics to support data-driven decision-making.
Required Skills and Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field
- Bilingual in Mandarin and English
- 5+ years of progressive HR experience, including HR leadership responsibilities
- 2+ years of hands-on payroll experience, including oversight and administration
- Experience using payroll platforms; ADP Workforce Now or similar systems strongly preferred
- Strong knowledge of labor laws, compliance requirements, and HR best practices
- Proven ability to handle sensitive and confidential information with professionalism and discretion
- Excellent interpersonal, communication, and organizational skills
Preferred Qualifications:
- Master’s degree in Human Resources, Business Administration, or related field
- Professional HR certification such as SHRM-SCP, PHR, or equivalent
- 8+ years of progressive HR leadership experience, including both strategic and operational responsibilities
- Prior experience leading HR functions as a manager in a growing organization
- Familiarity with compensation planning, benefits design, and employee engagement initiatives
- Experience with Davis-Bacon Act (prevailing wage) and certified payroll compliance is a plus
- Experience working in a multicultural or multinational environment
