Key Responsibilities:

  • Lead core HR functions across the employee lifecycle, including recruiting, onboarding, and retention.
  • Serve as a trusted advisor to employees and managers on HR policies, workplace concerns, and employee relations.
  • Manage performance management processes, including goal-setting and annual review cycles.
  • Coordinate employment-based immigration support in partnership with external counsel and internal stakeholders.
  • Develop and implement HR policies, programs, and initiatives that support company growth and culture.
  • Oversee payroll administration and ensure accurate, timely processing through ADP or similar systems.
  • Support compensation and benefits programs, including annual salary reviews and employee offerings.
  • Ensure compliance with federal, state, and local employment laws and HR regulations.
  • Support training and professional development initiatives across the organization.
  • Maintain HR reporting and metrics to support data-driven decision-making.

Required Skills and Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Bilingual in Mandarin and English
  • 5+ years of progressive HR experience, including HR leadership responsibilities
  • 2+ years of hands-on payroll experience, including oversight and administration
  • Experience using payroll platforms; ADP Workforce Now or similar systems strongly preferred
  • Strong knowledge of labor laws, compliance requirements, and HR best practices
  • Proven ability to handle sensitive and confidential information with professionalism and discretion
  • Excellent interpersonal, communication, and organizational skills

Preferred Qualifications:

  • Master’s degree in Human Resources, Business Administration, or related field
  • Professional HR certification such as SHRM-SCP, PHR, or equivalent
  • 8+ years of progressive HR leadership experience, including both strategic and operational responsibilities
  • Prior experience leading HR functions as a manager in a growing organization
  • Familiarity with compensation planning, benefits design, and employee engagement initiatives
  • Experience with Davis-Bacon Act (prevailing wage) and certified payroll compliance is a plus
  • Experience working in a multicultural or multinational environment
The standard work schedule is Monday through Friday, from 9:00 AM to 5:00 PM, including a one-hour lunch break each day. Please note that this schedule is flexible and may be subject to change based on the employee and employer’s needs.
