Overview

The Director of Information Technology is responsible for all information system activities including systems analysis programming computer operations and hardware acquisition. The Director of Information Systems assists the Chief Information Officer in the oversight of the Information Security Program and Business and Clinical Data Analytics capabilities and Telecommunications activities and equipment within AHMC Healthcare Inc.

AHMC provides management services to AHMC Anaheim Regional Medical Center with 223 beds Garfield Medical Center with 211 beds Greater El Monte Community Hospital with 115 beds Monterey Park Hospital with 102 beds Doctors Hospital of Riverside with 193 beds San Gabriel Valley Medical Center with 273 beds Seton Medical Center with 357 beds Seton Medical Center Coastside a 116-bed skilled nursing facility and Whittier Hospital Medical Center with 172 beds. The facilities are Medicare and Medi-Cal certified and accredited by the Joint Commission on Accreditation of Healthcare Organizations. The hospitals provide healthcare services reimbursed by Medicare Medi-Cal traditional insurance plans PPO HMO and under capitated arrangements.

Responsibilities

Nature and Scope (Essential Functions)

1. The Director of Information Technology develops and recommends objectives and priorities of Information Services. Develops overall strategy for systems development.
2. Reports to CIO on information systems plans projects performance and related matters. Makes recommendations and provides technical support to the management team to perform needs assessment and long range planning assistance; maintains ongoing communications with the management team to resolve problems with existing and/or new systems.
3. Directs acquisition integration and installation of hardware.
4. Develops implements and audits standard operating policies and procedures to include timeliness quality documentation and security of the Information System Department responsibilities. Sets policies and procedures technical standards and methods.
5. Oversees development and administration of clinical and financial applications.
6. Identifies technology needs and makes recommendations to business decision makers.
7. Evaluates the companys adherence to federal technology requirements for security.
8. In collaboration with CIO hires trains supervises evaluates and disciplines support staff.
9. Manages the Information Technology team and provides guidance training and support.
10. Recommends to CIO in the implementation of any updates involving technological equipment for the company.
11. Implements company-wide technology updates and holds sessions to teach employees on new features.
12. Creates alignment between business needs and technology while maintaining the highest level of communication.
13. Leads a visible and transparent project prioritization process to align resources with initiatives and to ensure interdisciplinary efforts are in support of organizational strategic priorities.
14. Facilitates strong adoption and use of IT Systems throughout the organization. Ensures technology is fully leveraged to execute AHMC Healthcares business strategy.
15. Facilitates communication between staff management vendors and other technology resources within the Healthcare System.
16. Designs implements and evaluates the systems that support end users in the productive use of computer hardware and software.
17. Assists CIO in the oversight of the Information Security Program reviewing assessments controls and policies to ensure the highest level of cybersecurity for the organization.
18. Promotes a risk management approach to cybersecurity and advocates for tools policy and practice as necessary to excel as measured by standard cybersecurity risk frameworks and practice maturity models.
19. Assist CIO in providing direction of all security functions associated with Information Technology applications communications (voice and data) and computing services within the enterprise. At the same time must be aware of the implications of legislated requirements that influence security for the enterprise. This includes but is not limited to Health Insurance Portability and Accountability Act (HIPAA) requirements.
20. Assist CIO in validating and in continuing to practice system recovery plans for reliability in the event of power failure damage to system etc. Facilitates correction of any system failures.
21. Fosters a -customer service- focus culture throughout the organization and is viewed as a change leader throughout the organization.
22. Develops and enforces policy and procedures to ensure the protection of the companys IS assets and the integrity security and privacy of the information entrusted to or maintained by the organization.
23. In collaboration with CIO prepares budget for current and five-year period; monitors and manages budget to ensure operation within budget constraints.
24. Assists CIO in controlling all projects related to the acquisition installation and maintenance of major information systems for the organization.
25. Develops and maintains policies and standards aimed at maximum effectiveness and minimizing costs related to the acquisition implementation and operation if IS systems.
26. Manages relationships with vendors for sales service and support of all information systems. Evaluates vendors alternatives performs appropriate cost benefit analysis and recommends solutions that maximize effectiveness and minimizes cost commensurate with acceptable risks.
27. Commits to ongoing professional knowledge and awareness of healthcare technology and serves as technology advisor to the organization.
28. In collaboration with CIO takes accountability for the organizations IT performance and operations and ensure IT capabilities are delivered reliably sustainably cost effectively and securely.
29. Performs other duties assigned or required.

Qualifications

Qualifications:
Minimum of 7 years of experience with increasing responsibilities for management and support information systems and information technology

Previous experience in a hospital environment as leader for Information Technology. Significant experience in health care setting is mandatory.

The ideal candidate will also have:

Thorough knowledge of a broad range of computer-related technology and practices.
Familiarity with local and wide area network design implementation and operation.
Documented project management experience using a variety of methodologies for the planning implementation and support of systems in a complex health care environment.
Familiarity with operating systems such as Windows Unix and Linux.
Knowledge of various office productivity software programs such as word processing databases spreadsheet programs and communication software.
Familiarity with various computer peripherals such as printers monitors modems and other equipment.
General knowledge of business processes and their interrelationships gained through three or more years of related experience.
Ability to analyze and resolve complex issues both logical and interpersonal.
Effective verbal and written communication skills and effective presentation skills all geared towards coordination and education.
Strong management skills with ability to motivate stimulate and inspire subordinates to maximize their efforts in productivity and quality.
Ability to negotiate and defuse conflict.
Self-motivator independent cooperative flexible creative.
Ability and willingness to travel when necessary.

Education:
Requires a bachelors degree in Computer Science Business Administration or a related field or equivalent experience. A Masters degree in Health/Hospital Administration Public Health or Business Administration or related field is highly desirable.

Comprehensive Knowledge of:
Data processing methods and procedures and computer software systems.
Systems design and development process including requirements analysis feasibility studies software design programming pilot testing installation evaluation and operational management.
Business process analysis and redesign.
Design management and operation or managed IT systems.
