Civil Project Engineer
The Opportunity
Turner Staffing Group is recruiting a Civil Project Engineer on behalf of our client, a growing organization advancing a major development-stage mining project in Arizona.
This is an opportunity for an experienced civil engineer to take a hands-on role in the planning and delivery of significant infrastructure supporting a large-scale project. The Civil Project Engineer will lead the planning, permitting, engineering, procurement, construction, and execution of major transportation and civil infrastructure projects.
The position will oversee critical infrastructure including bridge corridors, roadways, floodplain improvements, drainage systems, earthworks, and related civil works , with responsibility for delivering projects safely, on schedule, within budget, and in compliance with applicable regulatory requirements.
Working closely with internal stakeholders, engineering consultants, contractors, and government agencies, this individual will manage project scope, schedules, budgets, permitting, risk, and construction activities from concept through commissioning.
Primary Responsibilities
- Lead the planning, design, and execution of river bridge crossing projects and associated infrastructure.
- Manage engineering studies including feasibility studies, alternatives analyses, preliminary engineering, and detailed design.
- Coordinate bridge, roadway, drainage, geotechnical, structural, hydrologic, and environmental engineering activities.
- Review engineering drawings, technical specifications, calculations, and design packages for quality and compliance.
- Support development of capital cost estimates, project schedules, budgets, forecasts, and execution plans.
- Ensure civil infrastructure designs meet applicable federal, state, county, local, and industry standards.
- Support permitting activities with federal, state, county, and local agencies.
- Coordinate floodplain, environmental, right-of-way, and other required permit applications.
- Interface with regulatory and government agencies, including the Pinal County Flood Control District, Arizona Department of Environmental Quality (ADEQ), Arizona Department of Water Resources (ADWR), U.S. Army Corps of Engineers, and Bureau of Land Management (BLM) .
- Assist with environmental studies, baseline programs, and technical documentation required to secure permitting approvals.
- Manage external engineering consultants and specialty contractors.
- Develop scopes of work, requests for proposal (RFPs), bid packages, and contract documentation.
- Support construction planning, mobilization, execution, and commissioning activities.
- Monitor contractor performance, project schedules, budgets, and construction quality.
- Conduct field inspections and verify compliance with engineering requirements, specifications, and project standards.
- Manage project changes, technical issues, risk assessments, and issue resolution.
- Maintain accurate project schedules, budgets, forecasts, documentation, and records.
- Prepare technical reports, presentations, and project updates for management and key stakeholders.
- Identify project risks and develop practical mitigation strategies.
- Promote a strong safety culture and ensure project activities comply with applicable health, safety, environmental, and regulatory requirements.
Qualifications
- Bachelor's degree in Civil Engineering from an accredited institution.
- Minimum of 7 years of civil engineering experience , preferably involving transportation infrastructure, bridge engineering, heavy civil construction, mining infrastructure, or major capital projects.
- Demonstrated experience managing engineering consultants and construction contractors.
- Strong working knowledge of roadway, bridge, drainage, floodplain, and earthworks design principles .
- Experience with project planning, capital cost estimating, scheduling, budgeting, and project controls.
- Experience supporting permitting and coordinating with government or regulatory agencies is strongly preferred.
- Ability to review and evaluate engineering drawings, specifications, calculations, and technical design packages.
- Strong technical writing, communication, organization, and stakeholder-management skills.
- Proficiency with Microsoft Office and relevant project management software.
- Valid driver's license with the ability to maintain an acceptable driving record.
- Ability to safely operate four-wheel-drive (4WD) vehicles in remote and rugged terrain.
- Ability to work effectively in both office and field environments.
- Must be authorized to work in the United States without current or future visa sponsorship.
Physical & Work Requirements
- Ability to understand, follow, and communicate work assignments, procedures, and safety requirements in English.
- Ability to frequently sit, stand, and walk and to lift or carry up to 10 pounds.
- Ability to perform field work associated with civil infrastructure and project-development activities.
- Employment drug testing and ongoing random drug testing may be required in accordance with applicable state laws and client requirements.
